After the Jan Lokpal Bill P. Chidambaram may go to Jail

ভারতের দুর্নীতি বিরোধী অহিংসবাদী নেতা আন্না হাজারে বলেছেন, ‘ভারতে জন লোকপাল আইন হলে স্বরাষ্ট্রমন্ত্রী পি চিদাম্বরমকে জেলে যাবেন।’

শুক্রবার দেশটির ২-জি স্পেক্ট্রাম টেলিকম দুর্নীতি নিয়ে এক মন্তব্য করতে গিয়ে তিনি এ কথা বলেন।

হাজারে তার নিজ গ্রাম আহম্মেদনগর জেলার রেলেগাঁও সিদ্ধিতে সাংবাদিকদের এ কথা বলেন।

দুর্নীতির বিরুদ্ধে যুদ্ধ ঘোষণাকারী আন্না হাজারে এর আগে কেন্দ্রীয় স্বরাষ্ট্রমন্ত্রী  পি চিদাম্বরমকে ‘খারাপ প্রকৃতির’ লোক বলে বর্ণনা করেছিলেন। চিদাম্বরমকে একজন ‘খোদশাল’  হিসেবে উল্লেখ করেন হাজারে।

‘খোদশাল’ একটি মারাঠী শব্দ। এর অর্থ হলো অসৎ বা খারাপ প্রকৃতির লোক। হাজারে এ মাসে রেলেগাঁও সিদ্ধিতে
এদিন গ্রামবাসীর সামনে দুর্নীতির বিরুদ্ধে তার আন্দোলন, অনশন, জন লোকপাল বিল এবং দিল্লিতে জেল থেকে মুক্তি পাওয়ার কাহিনী বর্ণনা করছিলেন।

চিদাম্বরমের দ্বিতীয় প্রজম্মের মোবাইল ফোন দুর্নীতি সংক্রান্ত একটি চিঠি অর্থমন্ত্রণালয় থেকে প্রধানমন্ত্রীর দপ্তরে পাঠানো হয়েছে। এই চিঠির একটি অনুলিপি জনতা পার্টির নেতা সুব্রাহ্মনিয়াম স্বামী আদালতে পেশ করেছেন। বিরোধীরা বিষয়টি ভারতের কেন্দ্রীয় তদন্ত সংস্থার (সিবিআই) তদন্ত দাবি করছে।

 ফলে, চিদাম্বরম বিরোধী দলগুলোর কাছ থেকে সমালোচনার মুখোমুখি হচ্ছেন। বিরোধীরা তার পদত্যাগ দাবি করছে।

ওই চিঠিতে বলা হয়েছে, সেই সময় চিদাম্বরের দায়িত্বে থাকা অর্থমন্ত্রণালয় উদ্যোগ নিয়ে ২-জি স্পেক্ট্রামের বিষয়টি নিলামে উঠালে দুর্নীতি এড়ানো যেত।

Tackling world climate calamities, TIB places 13-pt remedies


Transparency International Bangladesh (TIB) placed 13-point strategies, including proper utilization of land and water resources, at a seminar on combined combat against the adversities of global climate change.

Dr Iftekaruzzaman, Executive Director of TIB, placed the pleas at the seminar held at the CIRDAP auditorium in the city Saturday marking the World Earth Day.

Bangladesh is on top of the list of calamity-prone countries of the world due to the climate change worldwide. “The adverse impacts of climate change are gradually being noticed in the country,” Iftekar said, adding that the politicians and the bureaucrats are capturing khas lands, reservoirs of the country.

Natural calamities-floods, droughts, cyclones-have been on the rise in the country due to climate change. “So, the coastal people are being displaced and the drinking water of the coastal areas is becoming undrinkable for salinity invasion.”

The 13 remedies include-to ensure the citizens’ participation in implementing the projects on land and water resources, to prioritize sustainable development of the natural resources, including the Sundarbans, to stop deforestation and save the forests, implement the rules and regulations of industrial waste-management passages, realize big amounts of money as fines from the water polluters.
 
TIB outreach and communication director Rizwan-un-Alam and climate finance government project co-coordinator Zakir Hossain were present at the function.

Earlier in the morning, TIB formed a human chain in front of the National Press Club in campaign for environmental protection marking the World Earth Day-2011.

Amin Bazar Tragedy: Publish Investigation Report - Demands TIB

Transparency International Bangladesh (TIB) Monday demanded publication of the probe report of the departmental committee formed for investigating the Aminbazar killings of six students.

Besides, the organization demanded ensuring punishment of the persons concerned for “neglect of duty”, said a press release.

The news release said the significance of the probe report would be proved when the report would be published properly and the punishment of the guilty persons would be ensured through legal process.

But the TIB expressed satisfaction as the students killed by a mob proved innocent in the probe report.

Executive director of TIB Dr Iftekharuzzaman said, “Extrajudicial killings are the worst example of violation of human rights and it is impediment to the rule of law.”

He added: “Such kind of killings should not be tolerated in any democratic form of state. It is exceptional initiative to publish partial probe report through press conference, but we demand publishing complete report in front of the common people.”

On July 18, six youths, all students of Dhaka’s different educational institutions, were killed on the night of holy Shab-e-barat in Aminbazaar area by a violent mob of local people who mistook the boys for bandits in a frenzy of wrath.

According to police and parents, the victims of miscarriage of justice are Ibrahim Khalil, 24, of Tejgaon College, Tipu,25, and Polash, 22, of Mirpur Govt Bangla College, Kanto, 24, Monir, 23, and Shams Rahim Shamam, 23, an A-level student of Mastermind School and College.

On August 3, in an important development over the Aminbazar killings of six students, the High Court Wednesday ordered judicial inquiry into the incident to properly determine the responsibility of all concerned, including police role.

ডাকাত সন্দেহে ছয় ছাত্রকে পিটিয়ে হত্যার ঘটনায় তদন্ত প্রতিবেদন জনসম্মুখে প্রকাশের দাবি জানিয়েছে ট্রান্সপারেন্সি ইন্টারন্যাশনাল বাংলাদেশ (টিআইবি)।

বিবৃতিতে টিআইবির নির্বাহী পরিচালক ড. ইফতেখারুজ্জামান বলেন, "আইন বহির্ভূত হত্যাকাণ্ড মানবাধিকার লঙ্ঘনের একটি নিকৃষ্ট উদাহরণ এবং এটি সুশাসনের প্রধানতম অন্তরায়।

সংবাদ সম্মেলনের মাধ্যমে প্রতিবেদনটি সর্ম্পকে আলোকপাত করে পুলিশের বিভাগীয় তদন্ত কমিটি ব্যতিক্রমধর্মী পেশাদারিত্বের স্বাক্ষর রাখলেও আমরা পুরো প্রতিবেদনটি জনসম্মুখে প্রকাশের জোর দাবি জানাই।"

এ ধরনের ঘটনার সঙ্গে জড়িতদের অপরাধ প্রমাণিত হলে প্রতীকী ব্যবস্থা নেওয়ার বদলে দৃষ্টান্তমূলক শাস্তির দাবি জানানো হয়।

গত ১৭ জুলাই শবে বরাতের রাতে সাভারের আমিন বাজারের বরদেশী এলাকায় ডাকাত সন্দেহে ঢাকার ছয় ছাত্রকে পিটিয়ে হত্যা করা হয়। আহত হয় একজন।

ওই ঘটনায় যথাযথ ভূমিকা রাখতে না পারায় স¤প্রতি সাভার মডেল থানার আট পুলিশ সদস্যকে প্রত্যাহার করা হয়।

Indian cricketers, filmstars have black money in Swiss banks: Rudolph Elmer

In an explosive revelation, Swiss banking whistleblower Rudolf Elmer has said even cricketers and filmstars hold secret accounts. While refusing to give out names of  tax evaders, Elmer accused the Indian government of not doing enough on the black money front.

"There is a need for global commitment and action," Elmer, who was released from jail on July 25, 2011 told Headlines Today on Monday.

In his first interview after being released from jail, Elmer has said there is a need for global commitment towards tightening noose around tax evaders - who he said are "criminals" - including filmstars and cricketers.

Fearing reprisals, Elmer declined to reveal names of "politicians, cricketers and filmstars". He said it's "all about approach", saying if the Indian government was at all serious about bringing back black money. Elmer cited the example of the US which had succeeded in getting the list of tax evading Americans who held accounts in tax havens.

"The government is not committed. I think society has to put pressure on the Indian government to act. India is a big country, which is getting stronger by the day. It has the negotiating power," Elmer told Headlines Today executive editor Rahul Kanwal, while responding to a question as to how India needs to proceed on the issue of black money.

Saying he can't give names because "I'll in serious problem", Elmer told Headlines Today, "I can't give a date, but it will happen sometime". He added the government was not doing enough.

Who is Elmer?

Rudolf Elmer is a former employee of Swiss bank Julius Bar, a highly reputed Swiss bank. Elmer worked at this bank for more than 20 years and headed the bank's wealth management services in Cayman Islands for over 8 years.

While he was the bank's Chief Operating Officer in the Cayman Islands, Elmer claimed to have found evidence that his bank was helping its clients evade tax. He said he was fired when he brought this evidence to the notice of his bosses in Switzerland.

It is this evidence that Elmer has copied onto a CD and handed over to Julian Assange, the editor of WikiLeaks in 2008. The CD contains details of bank accounts between 1997 and 2002.

Elmer shook the world in January this year when he handed over to WikiLeaks a CD containing 2000 names of tax evaders. In that list figured the names of several Indians.

Julius Bar alleges that Elmer has doctored evidence to suggest tax evasion. On July 25, 2011, Elmer was set free.

Chirac and De Villepin 'given $20m by African leaders'

Mr de Villepin and Mr Chirac are both suing Mr Bourgi for defamation

French ex-President Jacques Chirac, and presidential hopeful and former PM Dominique de Villepin were given $20m by African leaders, partly to finance election campaigns, a lawyer alleges.

Robert Bourgi said he was personally involved in handing Mr Chirac briefcases full of cash, but said there was "no proof" of the payments.
Mr Bourgi made similar allegations against the far-right politician Jean-Marie Le Pen, AFP reports.
The ex-leaders vowed to sue Mr Bourgi.
Mr Chirac and Mr de Villepin deny the claims, which come seven months before presidential polls. Mr Le Pen said the allegations against him were "false... ridiculous".
Mr de Villepin is seen as a major centre-right rival to President Nicolas Sarkozy.
Mr Chirac is currently on trial in absentia on charges of illegal party funding. A medical report says he is too unwell to attend and suffers memory lapses.
 
'Clean France'

In an interview for the Journal de Dimanche newspaper on Sunday, Mr Bourgi alleged that he had been involved in handing over several suitcases to Mr Chirac during his tenure as mayor of Paris in the 1980s and 1990s.

He claimed that the suitcases always contained at least 5m francs ($1m; £630,000) and sometimes as much as 15m.
The first handover of money in Mr de Villepin's presence occurred in 1995, he said, involving 10m francs from the then Zairean President Mobutu Sese Seko.
Mr Bourgi alleged that money from the leaders of several former African colonies was then passed to Mr Chirac and Mr de Villepin over the next 10 years. Speaking on Europe 1 radio, he estimated the total amount to be about $20m.
But he added there was "no proof, no trace" of the alleged secret payments.
In an interview with French television on Monday, he also alleged that the former head of the far-right National Front party, Jean-Marie Le Pen, funded part of his 1988 presidential campaign with money from Gabon's late ex-president Omar Bongo, AFP reports.
Mr Le Pen told BFM television: "If this Mr Bourgi was charged with giving me these funds, he must have kept them for himself."
Mr Bourgi claimed that Senegalese President Abdoulaye Wade, Burkina Faso's Blaise Compaore, former Ivory Coast President Laurent Gbagbo, Republic of Congo President Denis Sassou Nguesso and Bongo all visited Mr de Villepin in his office, handing over $10m for the 2002 election campaign.
Bernard Houdin, an adviser to former Ivory Coast president Laurent Gbagbo, said that such payments were "a historical practice" and that "the sums mentioned are no doubt below reality".
However, Sengalese and Burkinabe officials denied the claims.
 
'Thick skin'

Asked what African leaders got in exchange for the money, Mr Bourgi said: "Lies, lies, lies, unkept promises, meaning that France would close its eyes to certain abuses of power in Africa."
"I acted in my own name, no-one dictated me this interview," Mr Bourgi said, adding that he wanted a "clean France".
He added the claim that the same system of secret payments existed under former presidents Georges Pompidou, Valery Giscard d'Estaing and Francois Mitterand.
Mr Chirac's lawyer, Jean Veil, said on Sunday that he had been instructed to file a defamation complaint against Mr Bourgi, and Mr de Villepin told French TV he would do the same.
"They are trying to stop me from running [for president], they have been putting spokes in the wheels for years, but I have thick skin," he said.
Judges are expected to rule this week on the so-called Clearstream affair, in which Mr de Villepin is charged with plotting to discredit Mr Sarkozy by failing to stop a corruption inquiry in 2004.
The former prime minister was cleared of all charges in a trial that ended last year, but the state prosecutor appealed against the verdict.
Mr Bourgi is widely seen as being close to Mr Sarkozy, but he said he was not an unofficial or official adviser, although he was sometimes consulted by the president.
